Glitter-Graphics: Has gifs for all sorts of things you could need, a text generator, and a tiled background archive.
Catbox: A free service that lets you host files -- can host media, such as MP3s.
Geoblinkies: A search engine that searches for blinkies archived on Geocities websites!
PicMix: Build some glittery images using gifs from their gallery, or by uploading your own. The resulting images are very large, though. I recommend compressing them afterward if you intend to put them on your site.
Sadgrl's website layout builder: Very easy to use and get started with, you can even preview what the base of your site will look like if you're intending to start your own.
HTML Comment Box: One of many guestbook services out there, but this one is nice because you can plant it right on your site and customize its appearance with CSS. Does not require login to work, however you will not be able to mod your comments if you choose not to.
